Expands clinical educator training requirements for instructors supervising teacher preparation field experiences, including those in other states and on U.S. military bases overseas through Florida online or distance programs.

Allows school districts beginning July 1, 2014 to assign newly hired instructional personnel to schools with failing grades if they have effective/highly effective ratings, participate in Teach for America, or hold probationary contracts with successful teaching experience.

Revises acceptable means of demonstrating mastery of general knowledge, subject area knowledge, and professional preparation competence to include standardized examinations like the Graduate Record Examination and removes obsolete provisions requiring specific test scores.

Modifies professional development certification program components to include peer-mentor requirements, scientifically-based reading instruction, and training for students with limited English proficiency.

Authorizes the State Board of Education to approve additional teacher preparation programs and allows consortiums of charter schools to develop professional development systems similar to private school organizations.
