Extends and renews building permits and environmental permits issued by the Department of Environmental Protection or water management districts that expire between January 1, 2014 and January 1, 2016 for an additional 2 years, provided total extensions do not exceed 4 years.

Extends commencement and completion dates for required mitigation associated with phased construction projects so mitigation occurs in the same timeframe relative to each phase as originally permitted.

Requires permit holders eligible for the 2-year extension to notify the authorizing agency in writing by December 31, 2014 with identification of the specific authorization and anticipated timeframe for use.

Restricts new concession agreements in state parks with beach access and less than 7,000 linear feet of shoreline if the same type of concession is available within 1,500 feet of the park's boundaries; exempts existing concessions.

Creates new provisions for aquatic preserve concessions, requiring the Department of Environmental Protection to promote public use, post proposed concession information on its website for 60 days before execution, and obtain public comment before granting privileges or concessions.
