Florida SB 962 - Cathy Jordan Medical Cannabis Act

• Establishes regulatory framework for medical cannabis in Florida through two parts: Part XVII of Chapter 468 (regulating cultivation, manufacturing, and distribution) and Part III of Chapter 499 (regulating patient access and use)

• Authorizes qualifying patients with specified medical conditions (including cancer, PTSD, epilepsy, chronic pain, and others) to possess up to 250 grams of usable cannabis and up to 16 cannabis plants after obtaining a registry identification card from the Department of Health

• Creates licensing requirements for medical cannabis farms and dispensaries overseen by the Department of Business and Professional Regulation, with application fees capped at $2,500 and $1,000 respectively

• Requires physicians to establish bona fide patient relationships before prescribing cannabis and protects physicians from prosecution or disciplinary action for recommending medical cannabis

• Amends drug statutes to carve out exceptions for cannabis and cannabis-based products when lawfully cultivated, distributed, and used in compliance with the new chapters
