Creates five districts for Florida Public Service Commission representation, aligned with the five state district courts of appeal, requiring one commissioner per district and nominees to be residents of their districts.

Permits commissioners serving on July 1, 2014 to complete their current terms, but restricts commissioners appointed after July 1, 2014 from serving more than two consecutive terms.

Staggered appointment schedule for successor commissioners with vacancies in terms ending January 2015 (two appointments), January 2017 (one appointment), and January 2018 (two appointments).

Requires persons nominated for commission appointment to be competent and knowledgeable in fields including public affairs, law, economics, accounting, engineering, finance, natural resource conservation, or energy.

Takes effect July 1, 2014.
