Authorizes property owners or lessees to remove vehicles or vessels parked on their property for more than 10 days without required tow-away zone signage, provided they physically attach a notice to the vehicle or vessel first.

Establishes specific requirements for the notice attached to vehicles or vessels, including minimum size of 8.5 by 11 inches, clear posting date, and indication that removal will occur 10 days after notice is posted.

Requires towing companies to store removed vehicles within 10 miles (for counties with 500,000+ population) or 15 miles (for counties with less than 500,000 population) of removal point, with facility open 8 a.m. to 6 p.m. daily and operator returning within 1 hour of telephoned request.

Maintains existing signage requirements for tow-away zones on properties where vehicles are parked without permission but have not remained for the 10-day threshold.

Makes violations of notification requirements to law enforcement a first-degree misdemeanor, and violations of storage location, stopping for redemption, or vehicle release procedures a third-degree felony.
