Exempts home health agencies that are not Medicare or Medicaid certified and do not provide skilled care from accreditation documentation requirements for initial licensure.

Designates registered nurses, licensed practical nurses, certified nursing assistants, companions, homemakers, and home health aides referred by nurse registries as independent contractors rather than employees.

Requires nurse registries to inform patients or their families that referred caregivers are independent contractors and that the registry is not obligated to monitor, supervise, manage, or train them.

Requires nurse registries to advise patients to terminate contracts and cease referring individuals who violate state laws or lack proper credentials, and to notify licensing boards for practice violations.

Specifies that nurse registries have no obligation to review records filed with them except to address violations or credential deficiencies as outlined in the bill; effective July 1, 2014.
