Removes an exception that allowed officers and employees of certain special tax districts and agencies organized under chapter 298 to hold employment or contractual relationships with entities subject to their agency's regulation without it being considered a conflict of interest.

Retains an exception for legislative bodies that allows employment or contractual relationships with business entities when regulatory power over those entities resides in another agency or when the legislative body's regulatory power is limited to enacting laws or ordinances.

Clarifies that public officers and employees may not hold employment or contractual relationships that create a continuing conflict of interest or impede the performance of their public duties.

Takes effect July 1, 2014.
