Creates section 550.6346 of Florida Statutes to authorize the Division of Pari-mutuel Wagering to permit advance deposit wagering conducted by permitholders or approved operators contracting with permitholders.

Defines advance deposit wagering as a form of pari-mutuel wagering where individuals deposit money into an account to fund wagers placed in person, by telephone, or through electronic means.

Allows authorized persons to accept advance deposit wagers for races conducted in Florida under a valid permit or for races in other states on a schedule approved by the permitholder.

Prohibits wagers exceeding funds on deposit in an account and requires verification that account holders are at least 21 years old; mandates age-restriction statements in all advertising.

Requires the Division of Pari-mutuel Wagering to adopt administrative rules and restricts Florida residents from placing advance deposit wagers only through division-authorized persons.
