Creates section 559.5558, F.S. to establish a public records exemption for information held by the Office of Financial Regulation during investigations or examinations of consumer collection agencies.

Exempts investigation and examination records from public disclosure, but allows the Office to share information with law enforcement and other administrative agencies performing official duties.

Requires information to become public once an investigation or examination is completed or ceases to be active, with exceptions for active investigations, consumer personal identifying information, confidential sources, investigative techniques, and trade secrets.

Defines "personal financial and health information" to include details about income, expenses, debt, financial transactions, assets, liabilities, health conditions, and medical history.

Sunsets the exemption on October 2, 2019, unless the Legislature reenacts it, and takes effect on the same date as SB 1006 or substantially similar legislation.
