Requires agency inspectors general to publish final investigative reports, including responses and rebuttals, on their agency websites within 10 days and provide copies to the Chief Inspector General for state-level publication

Creates a new statute defining "unit of local government" to include counties, municipalities, special districts, and other local governmental bodies

Requires local governments to publish final investigative reports by their inspectors general on their websites within 10 days of finalizing the report, unless the investigation is confidential or exempt from disclosure

Takes effect July 1, 2014
