Requires school districts to retrofit doors and windows in classrooms, offices, and student areas to comply with Florida Building Code section 423.13, effective July 1, 2014, with completion deadline of June 30, 2018.

Mandates retrofitted doors include key-lockable mechanisms from inside that do not impede emergency exit, bullet-resistant lock materials, and window positioning to prevent intruder access through broken glass.

Requires windows to be either bullet-resistant or meet current hurricane resistance standards.

Obligates state universities and Florida College System institutions to retrofit doors and windows using capital outlay funds under the same specifications and June 30, 2018 deadline.

Funding for school district retrofits comes through the capital outlay millage levy, which can be up to 1.5 mills against taxable value.
