CS for CS for CS for SB 1044 - Building Construction Policies

• Amends code enforcement notice procedures to allow local governments to provide notices to violators electronically or by additional methods beyond certified mail.

• Modifies water well contractor licensure requirements to require attestation from a water well contractor and a water well inspector, reducing from three required letters of recommendation.

• Repeals the Solar Energy System Incentives Program and Energy-Efficient Appliance Rebate Program while expanding renewable energy promotion to include all renewable resources beyond solar, and establishes a new section authorizing the Department of Agriculture and Consumer Services to post information about alternative fueling and electric vehicle charging stations.

• Increases the Florida Building Commission from 26 to 27 members by adding a representative from the Department of Agriculture and Consumer Services' Office of Energy.

• Authorizes use of 10-year nonremovable, nonreplaceable batteries in smoke alarms for repairs or level 1 alterations in residential dwellings (effective January 1, 2015) and requires operating permits for public swimming pools before building permits are issued.
