Exempts personal contact information (home/cellular/employment phone numbers and addresses) from crash reports for 60 days after filing to combat insurance fraud.

Restricts access to this protected information for free newspapers of general circulation that request 10 or more crash reports within a 24-hour period before the 60-day exemption expires.

Defines qualifying newspapers as those publishing at least weekly with 7,500+ copies distributed by mail/carrier, containing news of general interest with at least 10 pages per publication.

Subjects the exemption to the Open Government Sunset Review Act and requires legislative reenactment by October 2, 2019 to remain in effect.

Effective date is contingent upon SB 876 or similar legislation becoming law in the same legislative session.
