Prohibits disciplinary action or referral to criminal or juvenile justice systems for students who simulate firearms or weapons while playing, wear clothing depicting firearms, or express Second Amendment opinions.

Specifies that simulating firearms includes: eating pastries in firearm shapes, possessing toy firearms 2 inches or smaller, using plastic building blocks as weapons, using fingers/hands, making weapon sounds, drawing images, and using pencils or pens to simulate weapons.

Permits disciplinary action only if simulating a firearm substantially disrupts student learning, causes bodily harm, or places another person in reasonable fear of bodily harm.

Requires consequences to be proportionate to the infraction severity, consistent with district policies for similar infractions, and mandates school principals contact parents if discipline is imposed.

Addresses clothing or accessories depicting firearms through existing dress code provisions unless they substantially disrupt learning, and preserves school uniform policies.
