Authorizes the Department of Health to access digital images from driver's licenses for identity verification during investigations under chapter 456 and to reproduce licenses issued by the Department of Health.

Revises HIV testing procedures by distinguishing between health care settings (requiring notification) and nonhealth care settings (requiring full informed consent), and specifies different notification and consent requirements for each.

Adds sickle cell disease to the priority areas for grant programs addressing racial and ethnic health disparities, alongside existing priorities for maternal mortality, cancer, HIV/AIDS, cardiovascular disease, diabetes, immunization, and oral health.

Increases continuing medical education requirements for physicians to 40 hours every 2 years and authorizes the Board of Medicine to allow up to 25 percent of hours through pro bono services to indigent or underserved populations.

Eliminates physical size requirements for professional licenses, removes wall certificate fees, deletes massage therapy apprenticeship provisions, increases nursing home administrator board requirements, and repeals the Council on Certified Nursing Assistants.
