Establishes legislative intent to maintain and ensure adequate fuel terminal infrastructure throughout Florida for the state's economy and public health and safety.

Prohibits local governments from amending comprehensive plans, land use maps, zoning districts, or regulations after July 1, 2014, in a way that would make an existing fuel terminal a nonconforming use.

Requires local governments to allow timely repair of fuel terminals damaged or destroyed by natural disasters or catastrophes, restoring them to their pre-disaster capacity.

Defines "fuel terminal" as a storage and distribution facility supplied by pipeline or marine vessel, equipped with loading racks for tanker trucks or rail cars, and registered with the Internal Revenue Service.

Preserves local government authority to enforce federal and state safety, security, and building standards for fuel terminals, provided such standards do not conflict with federal or state requirements.
