Allows Florida College System institutions to serve secondary dual enrollment students regardless of whether they reside outside the institution's designated service area.

Permits state universities to serve secondary dual enrollment students who reside anywhere in the state.

Authorizes Florida College System institution boards of trustees to establish dual enrollment agreements with any district school superintendent, and prohibits requiring approval from superintendents to develop agreements with other Florida College System institutions.

Changes dual enrollment funding provision from requiring school districts to pay standard tuition rates to allowing school districts to share funding costs, and simplifies the cost-sharing structure between entities.

Limits school districts to reporting dual enrollment students for a maximum of 1.0 FTE and specifies that Florida College System institutions may limit participation based on capacity, which must be clearly stated in articulation agreements.
