Amends eligibility criteria for pregnant women and children under 1 year old to qualify for Medicaid medical assistance by increasing the income threshold from 185% to 200% of the federal poverty level.

Makes medical payments for eligible Medicaid recipients contingent on the availability of moneys and limitations established by the General Appropriations Act or chapter 216.

Removes the previous income cap of 150% of federal poverty level that was applicable before January 1, 1992, consolidating eligibility under a single 200% threshold.

Continues to exempt pregnant women and children under 1 from assets testing for Medicaid eligibility purposes.

Effective date: July 1, 2014.
