Requires the Department of Economic Opportunity to provide training and technical assistance to designated lead agencies of homeless assistance continuums of care, delegated to nonprofit entities meeting requirements under s. 420.531.

Establishes varying levels of "Challenge Grants" up to $500,000 per lead agency based on continuum of care population and homelessness severity, with award levels specified by the department in consultation with the Council on Homelessness.

Requires Challenge Grant recipients to implement coordinated assessment or central intake systems, leverage matching funds or in-kind support equal to the grant amount, and submit final reports documenting outcomes in returning homeless persons to permanent housing.

Directs the Florida Housing Finance Corporation to distribute 4 percent of Local Government Housing Trust Fund annually, with 95 percent to the Department of Children and Families for lead agency operating support and 5 percent to the Department of Economic Opportunity for training and technical assistance.

Effective date is July 1, 2014.
