Expands the Commercial Motor Vehicle Review Board from three permanent members to six total members, effective October 1, 2014.

Governor appoints two additional members: one from the road construction industry and one from the trucking industry; Commissioner of Agriculture appoints one member from the agriculture industry.

New appointed members must be registered voters, state citizens, and possess private sector business experience, serving 2-year terms with removal possible by the Governor for misconduct, malfeasance, misfeasance, or nonfeasance.

Requires four board members to constitute a quorum, with approval of three members including the chair (or four members otherwise) needed for board actions.

Appointments must be completed by September 1, 2014, with terms beginning October 1, 2014.
