Creates the Nature Coast Aquatic Preserve in Pasco, Hernando, and Citrus Counties, consisting of state-owned submerged lands west of U.S. Highway 19, for inclusion in Florida's aquatic preserve system.

Prohibits further sale, transfer, or lease of sovereignty submerged lands except upon showing of extreme hardship and determination of public interest; restricts dredging and filling except for public navigation, marina/dock construction, or public health emergencies.

Prohibits drilling wells, excavating shell or minerals, or erecting structures other than docks within the preserve unless authorized under the act.

Prevents seaward relocation of bulkhead lines except at mean high water; prohibits seawall construction or relocation without board approval and only if riprap construction is used.

Establishes enforcement provisions including civil penalties of $5,000 per day for violations; preserves riparian rights of adjacent upland property owners for improvements related to ingress, egress, mosquito control, and shore protection; directs board to adopt rules regulating human activity while protecting lawful public uses such as fishing, boating, and swimming.
