Expands the recovery fund to cover Division II contractors in addition to Division I contractors, with separate eligibility requirements and payment limits.

Establishes a $50,000 maximum payment per Division I claim for contracts entered into after July 1, 2004, and a $15,000 maximum payment per Division II claim for contracts entered into on or after July 1, 2014.

Sets aggregate payment caps of $500,000 per Division I licensee and $150,000 per Division II licensee for all claims combined.

Clarifies that claims must involve acts enumerated under sections 489.129(1)(g), (j), or (k), and must arise directly out of transactions conducted when the judgment debtor held a valid license.

Requires contractors to include a written notice in residential construction contracts explaining recovery fund protections, except for contracts under $2,500 in value.
