Authorizes counties to use local government infrastructure surtax proceeds for restoration or maintenance of natural water bodies for public use, including tributaries, canals, stormwater conveyance systems, and channels, if approved by countywide referendum.

Permits surtax expenditures for planning, engineering, equipment, improvements to reduce pollutant input, restoration of natural filtration systems, dredging for muck removal, and other activities necessary to implement the county's restoration or maintenance plan.

Allows counties to pledge surtax bonds for natural water body restoration or maintenance projects.

Effective date: July 1, 2014.
