Allows the Florida Building Commission to grant waivers and variances for the Florida Accessibility Code for Building Construction and public swimming pool provisions, reversing the general prohibition on code variances.

Requires applicants for public swimming pool operating permits to apply before filing building permits, and establishes variance criteria requiring that hardships were not intentionally caused, no reasonable alternatives exist, and patron safety is protected.

Authorizes electronic presentation and maintenance of workers' compensation proof, site plans, and building permits at worksites, with documents remaining open to inspection by building officials.

Expands the Florida Building Code Compliance and Mitigation Program funding to include education on fire prevention, construction liens, and consumer protection, while allocating $250,000 annually to the Future Builders of America program starting fiscal year 2014-2015.

Permits 10-year nonremovable battery-powered smoke alarms in one- and two-family dwellings undergoing repairs or level 1 alterations, with new installations required to use such batteries effective January 1, 2015.
