Allows boating safety courses to be offered online or in-classroom format, and removes exemptions for boating law violators to complete the course at their own expense.

Extends the mooring vessel pilot program expiration date from July 1, 2014 to July 1, 2017, and requires an updated report to legislative leadership by January 1, 2017.

Expands county authorization to use vessel registration fee revenues for boat piers, docks, mooring buoys, derelict vessel removal, and debris removal that impedes boat access.

Repeals special recreational spiny lobster license provisions (s. 379.355), noncommercial trawling provisions in the St. Johns River (s. 379.247(5)), annual gear license fee provisions (s. 379.363(1)(h) and (i)), and haul seine and trawl permits for Lake Okeechobee (s. 379.3635).

Reassigns developmental disabilities services oversight from the Department of Children and Families to the Agency for Persons with Disabilities, and clarifies that the annual military gold sportsman's license authorizes the same activities as the annual gold sportsman's license.
