Permits the Department of the Lottery, retailers operating from one or more locations, or approved vendors to use point-of-sale terminals to sell lottery tickets, requiring age verification and processing through department-certified platforms.

Prohibits point-of-sale terminals from dispensing cash for lottery winnings but allows winnings to be directly deposited into a player's account through a department-approved process.

Prohibits point-of-sale terminals from displaying video depictions of slot machine or casino game themes or titles for game play, though such themes may appear on tickets, signage, or advertising displays.
