Establishes a new Florida statute (97.0111) recognizing voting as an explicit fundamental right for U.S. citizens age 18 and older who are Florida residents.

Prohibits the state, its political subdivisions, and any public or private entity from denying or abridging the right to vote, and requires any voting restrictions or practice changes to be narrowly tailored to serve a compelling state interest.

Guarantees equal protection of voting rights for all eligible Florida citizens.

Allows individuals whose voting rights are violated to assert the violation as a claim or defense in judicial proceedings to obtain relief.

Takes effect upon becoming law and responds to concerns about election administration problems, including restrictions enacted in House Bill 1355 (2011) that reduced early voting days and restricted voter registration activities.
