Expands fraudulent ticket offense to include counterfeiting, forging, altering, cloning, or possessing tickets, cards, wristbands, or other media that access tickets, with first offense being a first-degree misdemeanor.

Creates enhanced penalties for second or subsequent violations of fraudulent ticket creation or possession, elevating them to third-degree felonies.

Establishes a third-degree felony for possessing 10 or more fraudulent tickets, cards, wristbands, or other ticket-access media with intent to defraud.

Prohibits sale, offer for sale, or transfer of nontransferable multiuse theme park tickets or ticket-access devices after they have been used at least once, making first offense a first-degree misdemeanor.

Upgrades penalty for second or subsequent violations of multiuse ticket resale prohibitions from first-degree misdemeanor to third-degree felony; defines multiuse tickets and theme park complexes for enforcement purposes.
