Expands the definition of "individual with a disability" to include any person with a physical or mental impairment that substantially limits major life activities, replacing the previous narrower list of specific disabilities.

Introduces "emotional support animal" as a new category distinct from service animals, defined as animals providing emotional support that alleviate disability symptoms without requiring training.

Requires public accommodations to modify policies and practices to permit service animals (limited to dogs or miniature horses), with service animals under control via harness, leash, or voice command, while prohibiting deposits, surcharges, or inquiries about disability nature.

Allows public accommodations to exclude service animals only if out of control, not housebroken, or posing direct threat to health and safety; must provide alternative access if animal removed.

Extends housing accommodation rights to individuals with service or emotional support animals, allows landlords to request medical documentation when disability is not readily apparent, and creates new misdemeanor penalties including 30 hours of community service for denying service animal access or knowingly misrepresenting service animal status.
