Freezes Florida College System baccalaureate degree program expansion by prohibiting the State Board of Education from approving new baccalaureate degree programs after March 31, 2014; allows only programs approved by that date to continue.

Requires Florida College System institutions offering baccalaureate degrees to maintain their primary mission of serving community needs through associate degrees and workforce education while keeping open-door admissions policies.

Eliminates automatic tuition inflation increases for workforce education programs, Florida College System institutions, and state universities; replaces with fixed rates unless otherwise specified in the General Appropriations Act.

Increases the Rosewood Family Scholarship Program from 25 to 50 scholarships annually and raises the maximum annual award from $4,000 to $6,100.

Creates the Florida National Merit Scholar Incentive Program to provide awards to National Merit Scholars and National Achievement Scholars who enroll in Florida public or independent postsecondary institutions beginning in the 2014-2015 academic year.
