Delays the effective date of the prohibition on land application of septage from onsite sewage treatment and disposal systems from January 1, 2016 to January 1, 2017

Requires the Department of Environmental Protection, in consultation with the Department of Health, Department of Agriculture and Consumer Services, Department of Economic Opportunity, University of Florida, local governments, and stakeholders, to examine options for safely disposing of or reusing septage and contents of portable toilets, grease interceptors, and holding tanks

Mandates the Department of Environmental Protection report include an inventory of utilities and facilities treating septage, analysis of nutrient concentrations, evaluation of regulatory compliance with Chapter 64E-6, assessment of penalties for noncompliance, and consideration of transferring regulatory authority from the Department of Health to the Department of Environmental Protection

Requires submission of findings and recommendations report to the Governor, President of the Senate, and Speaker of the House of Representatives by July 1, 2015

Effective date is July 1, 2014
