Creates new tuition residency qualification for dependent children whose parent is deceased if the parent was a Florida legal resident at time of death and the child has lived in Florida since the parent's death.

Clarifies that dependent children of divorced or separated parents qualify for resident tuition status if either parent is a Florida legal resident, regardless of tax dependency claims.

Modifies language in residency requirements to allow (rather than require) students to be classified as residents once documentation is provided, and specifies that no single document is conclusive for residency determination.

Changes terminology regarding required documentation from "prior to" to "before" and updates references to voter registration and driver's licenses; takes effect July 1, 2014.
