Establishes the Commission on the Prevention of Human Trafficking as a five-member board appointed by the Governor, housed within the Office of the Attorney General, with members serving 4-year terms.

Requires the commission to develop and administer a victim assistance program including a searchable database of services, training programs for judges and law enforcement, and grants to qualified professional organizations combatting human trafficking.

Directs the commission to award grants for establishment of safe houses on state property at least 45 minutes from municipal areas, with capacity to serve 80-100 domestic victims annually and provide medical, psychological, educational, and legal services for 3-6 months.

Mandates safe house employees be state residents meeting level 2 screening requirements and sign confidentiality agreements, with breach constituting a first-degree misdemeanor.

Requires the Attorney General to create a media campaign informing the public about human trafficking warning signs, victim resources, and how to report suspected trafficking.
