Requires harness racing permit holders applying for slot machine licenses to file a binding written agreement with the Division of Pari-mutuel Wagering between the applicant and the Florida Standardbred Breeders and Owners Association governing payment of purses on live harness races.

Requires a separate binding written agreement between harness racing applicants and the Florida Standardbred Breeders and Owners Association governing payment of breeders' and stallion awards on live harness races.

Allows both purse and award agreements to direct payments from revenues generated by any wagering or gaming activities the applicant is authorized to conduct under Florida law.

Mandates that all sums for breeders' and stallion awards must be remitted monthly to the Florida Standardbred Breeders and Owners Association, subject to administrative fees authorized in section 550.2625(4).

Takes effect July 1, 2014.
