Authorizes condemning authorities to convey property acquired through eminent domain without restriction to private entities when the property is condemned pursuant to noise mitigation or noise compatibility programs at large hub airports.

Applies only to large hub airports identified in the National Plan of Integrated Airport Systems under 49 U.S.C. section 47103.

Permits conveyance when property is deemed incompatible with residential land use under Federal Aviation Administration standards in 14 C.F.R. part 150, Appendix A, or when noise mitigation measures are identified in an FAA Record of Decision or evaluation.

Adds an exception to existing restrictions on conveyance of eminent domain property, allowing large hub airports to transfer condemned noise-affected properties to private entities without the public notice, competitive bidding, or original owner repurchase requirements otherwise required.

Effective July 1, 2014.
