Defines "divers-down buoy" as a buoyant device displaying a divers-down symbol of at least 12 inches by 12 inches on three or four flat sides, prominently visible on the water's surface when in use.

Defines "divers-down symbol" as a rectangular or square red symbol with a white diagonal stripe, replacing the previous flag-only requirements with both flag and buoy options.

Prohibits divers-down buoys from being used or displayed onboard a vessel and requires divers to stay within 100 feet of the flag or buoy on rivers, inlets, and navigation channels, and within 300 feet on all other waters.

Requires vessel operators encountering divers-down flags or buoys to maintain at least 100 feet distance on rivers, inlets, and navigation channels, or 300 feet on other waters, and proceed no faster than necessary to maintain headway and steerageway.

Mandates that boater education courses include training on diving vessels, diver awareness, and divers-down flags and buoys in accordance with section 327.331; takes effect July 1, 2014.
