Requires self-service gasoline stations to display a second decal (at least 15 square inches, blue) on each pump with the international accessibility symbol, station phone number, and "Call for Assistance" language to assist disabled drivers.

Mandates the Department of Agriculture and Consumer Services to confirm compliance with the decal requirement by July 1, 2016, and adopt rules to enforce the regulation.

Preempts all local government laws and regulations regarding fueling assistance provided by self-service gasoline stations to disabled vehicle operators.

Prohibits motor fuel retail outlets from being required to provide air or vacuum supply at no charge and preempts all local ordinances regulating pricing of these commodities.

Effective date is July 1, 2014.
