Amends chapter 2000-444, Laws of Florida to revise the boundaries of the East Naples Fire Control and Rescue District in Collier County to allow annexation of the Isles of Capri Fire and Rescue District.

Expands the district's boundaries to include all land located within Sections 19, 20, 21, 22, 27, 28, 29, 30, 31, 32, 33, and 34 of Township 51 South, Range 26 East, and portions of Sections 4, 5, and 6 of Township 52 South, Range 26 East that lie north of the Marco River.

Requires a special referendum election in the Isles of Capri Fire and Rescue District where voters must approve annexation by majority vote.

The referendum ballot shall ask voters whether the Isles of Capri Fire and Rescue District should be annexed into East Naples Fire Control and Rescue District, with the district retaining authority to levy no more than 1.5 mills of ad valorem taxation.

Takes effect upon approval by a majority vote of qualified electors of the Isles of Capri Fire and Rescue District in the referendum election.
