Creates new section 20.058 requiring citizen support and direct-support organizations to annually submit information (name, mission, results, plans, code of ethics, IRS Form 990) to their respective agencies by August 1st.

Mandates agencies post submitted organization information on their websites and annually report to the Governor, Legislature, and Office of Program Policy Analysis and Government Accountability with recommendations to continue, terminate, or modify each organization by August 15th.

Requires contracts between agencies and support organizations to be contingent on disclosure requirements, with agency heads required to terminate contracts if organizations fail to submit required information for 2 consecutive years.

Establishes sunset provisions requiring all citizen support and direct-support organizations created or authorized by law to be repealed on October 1st of the 5th year after enactment unless the Legislature reviews and reenacts them; organizations existing as of July 1, 2014 must be reviewed by July 1, 2019.

Applies sunset clauses to 27 existing citizen support and direct-support organizations across multiple state agencies, with repeal dates ranging from 2017 to 2019 unless legislative action preserves them.
