Authorizes career centers and charter technical career centers to offer college credit courses and associate in applied science degree programs through partnerships with Florida College System institutions or direct authority to award degrees.

Requires career centers to submit proposals to the State Board of Education for approval before offering associate in applied science degrees, including evidence of workforce demand, facility adequacy, faculty credentials, and accreditation plans.

Allows career centers and charter technical career centers to change their name to "technical college" if they offer college credit certificate programs or associate in applied science degrees and ensure at least 75 percent of programs lead to industry certification or licensure.

Renames "applied technology diploma program" to "college credit certificate program" throughout Florida Statutes and establishes specific tuition rates: $2.33 per contact hour for career certificates and $71.98 per credit hour for college credit certificates and associate in applied science degrees.

Revises workforce education funding to be calculated based on weighted enrollment and program costs minus fee revenues, requires school districts and colleges to maintain separate records for postsecondary workforce education, and establishes performance funding criteria for high-skill/high-wage occupations and industry certifications.
