Creates automatic restoration of civil rights for felons upon completion of sentence, except for convictions involving murder, sexual battery, child exploitation, incest, and treason.

Defines "completion of sentence" as release from incarceration upon expiration of sentence plus completion of all supervision terms, or completion of all supervision if not incarcerated.

Excludes restoration of firearm rights, which remain governed by section 790.23, and preserves ability to petition for executive clemency.

Requires courts to notify defendants before accepting guilty pleas or imposing sentences whether their felony conviction will result in permanent or temporary civil rights loss.

Directs Secretary of State to develop education program for judges, attorneys, election officials, corrections staff, and the public regarding civil rights restoration requirements.
