Proposes constitutional amendment to Section 8 of Article IV regarding the governor's clemency powers and restoration of civil rights.

Adds language allowing the Legislature to prescribe additional circumstances under which reprieves may be granted and civil rights restored, beyond the governor's existing authority.

Maintains existing gubernatorial clemency powers including suspension of fines and forfeitures, granting reprieves not exceeding 60 days, and conditional pardons with cabinet approval.

Requires submission of the proposed amendment to Florida voters for approval at the next general election or an earlier special election authorized by law.
