Creates the "Public Education Innovation and Efficiency Act" allowing school districts to request statutory waivers from chapters 1000-1013 upon supermajority school board vote.

State Board of Education may enter performance contracts granting waivers for up to 3 years if the commissioner and State Board agree the waiver will maintain or improve academic or fiscal performance.

Prohibits waivers from laws governing public records, meetings, superintendent and board elections, student health and safety, disabilities services, civil rights, assessments, school grading, financial disclosures, conflicts of interest, and most financial and facility matters.

School districts must submit waiver applications including purpose, goals, supporting evidence, and how the waiver enhances instruction or operational efficiency; commissioner and State Board must decide within 90 days.

Districts granted waivers must submit annual reports by January 15 each year to the Governor, Legislature, and State Board detailing implementation strategies and student performance results.
