Removes the previous limitation that exempted only financial statements for road and public works projects, making the exemption apply broadly to all competitive solicitations and public procurement.

Excludes financial statements submitted by publicly traded corporations and nonprofit organizations from the exemption, requiring their disclosure as public records.

Subject the exemption to the Open Government Sunset Review Act with automatic repeal on October 2, 2019, unless the Legislature reenacts it.

Cites public necessity findings that the exemption allows private companies to participate in government contracting without disclosing confidential financial information, thereby expanding the pool of qualified bidders.
