Creates the "Florida Voting Rights Act" and establishes state policy protecting electors against discrimination based on gender, race, age, income level, sexual orientation, language, religion, or disability.

Requires the Attorney General (or county/municipal attorney for local changes) to petition the Florida Supreme Court within 30 days whenever the state or political subdivisions enact voting qualification or procedure changes different from those in effect on July 1, 2014.

Prohibits enforcement of any voting changes until the Florida Supreme Court enters a judgment within 45 days finding the change complies with the act's anti-discrimination requirements.

Eliminates the need to prove specific intent to discriminate; changes can be invalidated based solely on their effect of denying or abridging voting rights for protected classes.

Covers changes to redistricting plans, early voting, absentee voting, provisional ballots, poll worker hiring and training, list maintenance, and voter registration; allows affected parties or organizations to bring enforcement actions.
