Establishes a 90-day supply limit for retail and mail order prescription drug purchases for maintenance drugs, while maintaining a 30-day supply limit for prescription card purchases.

Requires reimbursement for retail and mail order purchases to not exceed the amount the department contracts for mail order prescriptions.

Sets pharmacy dispensing fees at the lesser of $4.28 for retail, $4.22 for mail order or specialty pharmacy, or the amount negotiated by the department for 90-day supplies of mandatory maintenance drugs at retail pharmacies.

Authorizes retail pharmacies to fill 90-day supplies of drugs on the mandatory maintenance drug list in accordance with the negotiated rate structure.

Repeals the provision from chapter 2013-41, Laws of Florida, that authorized the Department of Management Services to implement a 90-day supply limit program under specified circumstances, effective July 1, 2014.
