• Repeals the Florida Statewide Passenger Rail Commission and transfers its monitoring responsibilities to the Florida Transportation Commission, which will oversee the Mid-Bay Bridge Authority.

• Creates procedures for digital proof of driver license as an optional alternative to physical licenses, with criminal penalties for manufacturing or possessing false digital proofs.

• Reduces mandatory driver license suspension/revocation periods from 2 years to 1 year for drug convictions and makes court determination of restricted licenses discretionary rather than automatic.

• Establishes child support obligors' right to prevent license suspension by providing documentation of reemployment assistance, disability benefits, temporary cash assistance, or bankruptcy plan payments within 20 days of notice.

• Revises specialty license plate procedures, extends prohibition on new plates through July 1, 2016, strengthens audit requirements for organizations receiving plate revenues, and allows discontinuation of non-compliant plates with immediate deposit of withheld revenues into the Highway Safety Operating Trust Fund.
