Postpones the effective date for major structures becoming ineligible for Citizens Property Insurance Corporation coverage from July 1, 2014, to July 1, 2015, affecting structures seaward of the coastal construction control line or within the Coastal Barrier Resources System.

Makes condominium associations ineligible for commercial residential wind-only coverage if 50 percent or more of units are rented more than eight times in a calendar year for rental agreements of less than 30 days, effective July 1, 2014.

Makes minor clarifications and corrections to statutory language regarding Citizens Property Insurance Corporation's public purpose, operation, and service standards.
