Limits trauma activation fees charged by hospitals operating trauma centers to a maximum of $15,000, expiring July 1, 2015.

Requires the Department of Health to convene the Florida Trauma System Plan Advisory Council by October 1, 2014 to review the American College of Surgeons' Trauma System Consultation Report and submit recommendations to legislative leaders by February 1, 2015.

Designates nine advisory council members representing trauma patients, trauma coordinators, hospital administrators, emergency medical services, injury prevention, brain and spinal cord injury programs, the Florida Chamber of Commerce, and health insurance boards.

Allows existing provisional or verified trauma centers designated after 2004 to continue operating until their approval period expires and permits them to apply for renewal, while prohibiting the department from verifying or designating new trauma centers until July 1, 2015.

Deletes the protest procedure for hospital applications and makes conforming cross-reference changes to statute sections governing trauma center selection and quality assurance.
