Requires Florida High School Athletic Association to adopt bylaws prohibiting bullying and harassment in interscholastic athletics, including student athlete pledges and coaching staff training on prevention, effective July 1, 2014.

Mandates all member schools create reporting procedures for bullying and harassment incidents in interscholastic athletics, with FHSAA aggregating and reporting data annually to the Commissioner of Education.

Requires public and nonpublic postsecondary institutions receiving state student financial aid to adopt written policies prohibiting bullying and harassment in intercollegiate athletics, including athlete pledges and coaching staff training, with annual compliance assessments by the Commissioner of Education and Chancellor of State University System.

Makes it an unlawful employment practice for professional sports franchises to fail to take reasonable measures to prevent abusive conduct toward players, with the Attorney General authorized to seek injunctive relief and fines up to $10,000 per violation.

Organizations using public facilities for non-interscholastic youth athletic competitions must comply with the same bullying and harassment prevention bylaws required for interscholastic athletics.
